[XIX MUNRFE PRESIDENT COUNCIL]

July 1-3, 2011, Vladivostok

 

 


XIX MUNRFE President Council decisions Adopted on the third day of July, 2011 in Vladivostok, Russia

 

  1. The following amendments to the MUNRFE Charter are presented and adopted by the Council:
    • The additional Article (XVII) was added as follows: "Club budget is a financial fund allocated for the development of the Club. Club's budgets are formed from member's fees, donations from private institutional actors. Club budget may not be used to finance activities that contradict goals of the organization and Clubs or violate principles of this Charter",
    • The additional Article (XVIII) was added as follows: "President of the Club is responsible for Club budget and reporting on it to MD Team. He may designate this responsibility to any club member if he deems necessary",
    • The additional Article (XIX) was added as follows: "Amount of member's fees in each Club is determined by the respective President of the Club",
    • Article L is substituted to sound as: "The term of MD is a maximum of 2 (two) years",
    • The additional Article (LI) was added as follows: "The MD can be re-elected for maximum of one term",
    • The additional Article (LV) was added as follows: "MD may be removed from his/her duties with unanimous vote of Club's Cabinets upon the request of the President of any Club. Such a decision entails a call for special President Council to conduct MD elections in 30 days. In that regard nominations for the position of MD should be done by Club's Presidents during the Council. Challenged MD shall appoint acting MD until new MD is elected",
    • The title of the Chapter "Development Fund" is substituted to "Development Fund and Club's Budgets",
    • The title of the Chapter "Managing Director" is substituted to "Managing Director and Managing Director's Team",
    • The title of the Chapter "Removing Cabinet members from duties" is substituted to "Removing members from duties", MD is responsible for publishing the amended version of MUNRFE Charter (to be included into the President's Kit July 2011 and distributed through Presidents to the Clubs),
  2. Andrey Kozinets is unanimously elected by the XIX MUNRFE President Council to perform the duties of Managing Director for MUNRFE,
  3. MD should revise the President's Kit 2011 and refresh its content with the aim to foster knowledge transition among the Presidential Teams. The deadline for this is July 15th, 2011,
  4. The President Council adopts the MUNRFE Code of Conduct as a main document, regulating the decorum of MUNRFE Members during everyday activities of the Clubs and MUNRFE Projects,
  5. The President Council adopts the MUNRFE Procedural rules, elaborated and presented by Blagoveshchensk Club, as the only variant to be used during MUNRFE regular debates and Conferences,
  6. The Strategic Plan of Targets (based on Franklin Pyramid) for MUNRFE is to be sent to the Presidents of MUNRFE Clubs by the July 15th, 2011. All Presidents should take this plan as a primary plan of targets for the club,
  7. The Presidents' Council adopts the MUNRFE Projects Roadmap for the second half of 2011 as follows in the annexed projects chart,
  8. The XX MUNRFE President Council will take place in Blagoveshchensk in January, 2011. The exact dates are to be determined by MD Team.

This article represents the shared vision of MUNRFE Clubs and MD Team on projects that MUNRFE will concentrate next year, elaborated during the XVIII President Council in Khabarovsk, January 2011. This in particular goes till July 2011, the month of the next MUNRFE President Council, where it will be thoroughly reviewed and more plans of the Clubs will emerge in order to coincide with these into the 2011 Project Roadmap.

MD Team would like to encourage each MUNer to take a moment and look though it and understand, where he can be usefull and what project might be usefull for his personal development. What is Model United Nations of the Russian Far East?


Model United Nations of the Russian Far East (MUNRFE) is a non-profit organization that provides unique opportunities for development of young Russian leaders. During 8 years of its existence MUNRFE grew from a small debate club in Khabarovsk to one of the largest students’-led partnerships in the Far East of Russia. With its affiliates in 7 cities of the region, MUNRFE promotes the following values:

MUNRFE sees its mission in:

Mission & Vision

Model United Nations of the Russian Far East (MUNRFE) is the largest self-governed non-governmental youth organization of the Russian Far East that empowers young talented people to influence the world around them and fosters student leadership. During 7 years of its existence MUNRFE has conducted such projects as summer educational programs for high-school students, international conferences, seminars and master-classes, self-governance days in Universities and cities of the Russian Far East and others. MUNRFE unites more than 100 active members in 6 cities of the Russian Far East and Siberia: Khabarovsk, Vladivostok, Yuzhno-Sakhalinsk, Blagoveschensk, Chita and Komsomolsk-on-Amure, and more than 2000 Alumni, united by the Alumni Association, all over the world.

Vision, mission and goals of the organization reflect the principles and intentions of the MUNRFE.

MUNRFE Mission - We inspire youth to lead. We unite and help to make first steps.

MUNRFE Vision – We build institutions which equip students to: discuss societal problems through open forum debates, launch initiatives which benefit broader community, share knowledge, skills and best practices.

MUNRFE Goals:

1. To promote student leadership, youth volunteerism and civil society values in local communities;

2. To create mechanisms allowing Russian youth to influence the environment around them.

3. To encourage development of civil society in Russia through stimulating leadership development of young Russians.

4. To contribute to establishment and sustainability of Student Governance in the Russian Far East and all over Russia.

5. To share knowledge and spread MUNRFE successful practices from Russian Far East to other regions of Russia, institutions and organizations.

Throughout its existence, MUNRFE proved to be an organization with the high level of professionalism and accountability. In 2003-2005, MUNRFE successfully implemented the following projects: “Bridging the gap in the development of remote regions of the Russian Far East”, 2003-2004 (Technical Assistance from Foundation for Russian-American Economic Cooperation - $70,000), Summer Educational English Program “FireStarter”, 2004 (“New Eurasia” Foundation technical assistance - $19,600), “New opportunities for high school students of the Russian Far East”, 2005 (FRAEC technical assistance - $25,000). Moreover, MUNRFE is supported by more than 20 Universities and high schools, city and regional administrations, businesses. Strategic partners of the organization are Rotary International and Leadership Development International (Modesto, CA).

By today MUNRFE has created efficient network and accumulated organizational and human capacity allowing to simultaneously run projects focusing on civil society, MUN debates and NGO building.

Our Civil Society program, which aims to influence development of our communities, civil society and democracy, includes the following projects: Summer Educational English Project “Firestarter”, Student Government and Summer Youth Assembly. 

“Firestarter” is a unique educational program created by MUNRFE members and aimed at stimulation of self-development and self-confidence among high-school students in the field of leadership, problem solving and management of civil society projects. For the first time the program was successfully implemented in August 2004 with financial assistance of New Eurasia Foundation ($19,600). Now it has become an annual event that gathers more than 50 bright young individuals from high schools all over the Russian Far East.

Student government is inherent in our organization from the very inception: each branch is led by elected president and cabinet and functions in accordance with principles of democracy and transparency. Now, when universities are attempting to create student government we, capitalizing on our unique experience and extensive contacts with student governments abroad, prepare to assist them.

Summer Youth Assembly is a program designed for University students to gain necessary knowledge and experience to meet the market demands. The program includes master classes conducted by business representatives, meetings with nonprofits, business games and etc.

NGO-building program, which focuses on strengthening existing branches and opening new ones, includes projects such as Alumni Association, Marketing Team, Fundraising, Task Force, Presidents Council, development of partnerships with NGOs and other organizations, internal education of the MUNRFE members.

MUN Debates program, designed to stimulate personal development of our members though debating, includes the following projects: VI International MUN Conference, San Francisco Team, MUN-all-over the world, Video Conference, Regional Conference, NATO and ICJ/WB committees.

With each project led by a project leader and his/her team MUNRFE maintains organizational flexibility without compromising on effectiveness. Desire to learn, sense of ownership, opportunity to contribute to development attracts hundreds of talented students to MUNRFE each year, effectively making it one of the largest and self-governed student organizations in Russia and one of the most successful NGOs in the Russian Far East.

MUNRFE is the organization of the knowledge era - people are its main and the only asset. We understand it and strive to provide members with opportunities to realize their own vision by being in the organization. We delegate responsibilities, remove predicaments for personal development and motivate members to set and reach their goals. Self-governance of our clubs allows dozens of members to experience being in leadership positions. High internal motivation which stems from understanding and practicing of principles of leadership in our organization is a fundamental source of our competitive advantage.

We believe that our efforts develop leadership of young students, provide opportunities to stimulate personal growth and influence regional development, thereby fostering evolution of free and democratic Russia.
